In the Comecon countries (USSR and Eastern Europe) there certainly were shortages, hence the queues, but prices for food and other essentials such as rent were very low relative to income. The scarcity or abundance of a good did not affect the price. Of course, soft currency couldn't buy imported goods at all.

Only if you are talking about the official 'State price' for any given commodity or service.

Go to the real market and the story is completely different.
