It is now apparent that when PM Albanese refers to the "ULURU STATEMENT FROM THE HEART", he is simply referring to the first page of the full document (Document 14).
IMHO,
1. the first page of the statement is very similar to the "executive summary" or "preamble" of a report - just providing an overview of the concept.
2. it is completely misleading to the public (and Parliament) to indicate that this statement in full, fits onto a single page.
