1) I don't think communal ownership of anything works, anywhere. It has failed on every occasion it's been tried. Aboriginals now exist in modern society, if there once was an ethos of community ownership it became counter productive years ago. I think the concept of noble savage/natural socialist is wrong and destructive. Evidence for this is the lack of care for anything which is common property on aboriginal territory. Aboriginals have survived and prospered in business. Let them utilise the wealth controlled by land councils, let them have houses and businesses of their own.
2) We agree. Aboriginal children should have the same degree of protection from truancy and neglect as all others.
3) I think most aboriginal communities are unviable and damaging to the individuals. If they were redundant white towns services would long ago have been removed. Some of the communities are appalling. They are not a part of any nomadic culture.
4) Subject to a transition period all welfare should be on the basis of need. a poor white family should have the same services as a poor aboriginal family. The definition of aboriginal is becoming a matter of resentment. The state should not keep records of citizens ethnicity. All should be equal before the law.
