I agree bacci.... it wasn't clearly stated in the policy.... I accept your correction.
as I understand it the definition of how the 2 people from each of the 12 larger regions was left to each regional group to decide on how such appointments were to be made. leaving the regional voices the right to decide according to their own constitutional ruling.
