I could answer that 1, 2 and 3 are all related to cultural preferences, eg ownership doesn't rate in Aboriginal culture as all things are for each to take advantage of without entering into the idea of ownership. just as remote communities are the people's traditional homelands. doesn't everyone have the right to live where they love to be?
on 2 however, yes I agree. theres less focus on helping families to stay together and helping relieve the dysfunction through social assistance than there is on removing children from their family environment. this is short term thinking and so doomed to cause more problems further down the years.
lastly though if Govt focused exclusively on need the cost of Aboriginal assistance would likely be multiple times the current cost.
