Nothing's going to get the arm back but it might help pay the ongoing medical costs, sending the owners to jail wouldn't. The dogs should be put down, the dogs owners were not at fault technically as the dogs were on their property. IMO large dogs should not be allowed on suburban properties as they simply don't have enough room to be healthy. And three of them???? It's a pity that being stoopid isn't a crime, but let's face it, the jails would be overflowing.
