Dog ownership should be means tested...... but so should human procreation. Neither are possible unfortunately.
I have more concern about the ever increasing bogan num-nut population that eye off my hard earned personal belongings than any dog I see in the street or backyard. But that is just me.
I have also been attacked in the face by a dog as a young fella, albeit not as life changing as this poor girl. I hold no grudge, and I am sure this girl won't either.
A fair solution to this problem is nigh impossible. I do know one thing though, I will be mighty pissed if I have to muzzle or not ever take my dog out in public just because a minority can't be responsible dog owners.
I agree with harsher penalties for dog owners. Although it doesn't change the outcome of this tragic situation, it may(or may not), in 20 years or so detract the need for people to have pets who can't look after their animal for whatever reason that may be.
