Owen, not necessarily. The plant could quite easily be modularised with minor upfront capital required to allow the bolt on expansions when required, or optimised through a minor CAPEX spend on de-bottlenecking. The use of VSD's or similar etc allows plant etc not to consume excess power. IMO it would be a poor decision to not build in possible future expansions for small $$$ but allowing for the future potential. As for large trucks etc, this is also not necessarily true. Depending on the contracting strategy you could quite easily use a smaller fleet to start and move to larger fleet.
