I hear it's only a reduction of 30% (yet to be confirmed) with a concentrated effort put into much needed skilled for the remaining 70%. One presumes that someone with a recognized skill set (the 70%) is not from the peasant classes in their country origin and are not impoverished when they arrive (generally speaking). So it could be that the dynamic you posited, OT, works in reverse. We shall see.
