Sure they are. They always want to replace all my downlights, give me a free laptop for doing some study course and of course the solar panels.
I always make an appointment for them to make a visit. When they don't turn up I complain.
When they do turn up I accept their business card, say politely 'thank you, I am on the do-not-call-register so will file a complaint'.
Sometimes the poor guy really gets p!ssed off.
