I think you’ll find that a consulate loses its diplomatic protection status if it’s used for military purposes…as was the Iranian consulate building in Damascus, in which senior Iranian, Hezbollah and others were meeting to discuss military actions against Israel.
The word “civilised” in your post is laughable…as if you would know the meaning of the word!
