I assume he's talking about the education and high tech stocks, Beijing's meddling in the real estate sector really wasn't that crazy. The debt ceilings precipitated the crisis but Evergrande is basically a ponzi scheme so they had to do something about it and the debt ceiling would have been manageable if Evergrande hadn't decided to start an electric vehicle company when they knew they needed cashflow. Evergrande has basically been run into the ground by their management.
