Victoria is getting what it voted for. Just like France, just like Germany, just like Belgium.
A benign government who does not care about the broader public, particularly if it is Caucasian. It is only concerned about safe schools for whatever those things are, and female pedestrian crossing lights. That is the level of their capabilities.
The legal fraternity in Victoria must be loving this government, whose aim is to feed them as much work as possible through a spiraling crime rate.
Labor/lawyers/judiciary...... No one to blame amongst this lot
