UNRWA was established on 8 December, 1949 to deal with the needs of the Arab refugees from the 1948–49 Arab-Israeli war and maintain them until their return to their homes is the former Palestine. The Arab rejection of UNGAR 194 due to its “implied recognition of Israel” in the condition that direct negotiations between the parties would determine international borders and the terms of a permanent peace replacing the 1949 Rhodes Armistice Agreements.
The following year, the United Nations High Commissioner for Refugees was established (14 December, 1950), with a different mandate: finding appropriate locations for rehabilitating refugees who could not return to their country of origin for various reasons.
Ever since, the Arab League has blocked the transfer of the Palestinian refugees to the UNHCR and the dismantling of UNRWA in an attempt to keep the refugee problem and the demand for a “right of return” (for which there is no historical precedent) as a weapon to use against Israel, just as the Arab/Muslim states expelled over 1.1 million Jews in revenge for being embarrassed by Israel’s victory of the 1948 war… in hopes that Israel would collapse under the weight of trying to absorb triple its own population.
If UNRWA were the only UN agency dedicated solely to the Palestinians, it wouldn’t be all that worthy of mention, but there are several others, as well, duplicating or diverting efforts for other, often more serious problems. OCHA has an entirely separate division that deals solely with the Palestinian refugee problem, while the UN Human Rights Commission has turned into a tribunal that regularly condemns Israel, despite the civil war in Syria that has claimed almost 3/4 of a million lives, Iraq, Libya, Yemen and half a dozen other conflicts and gross human rights violations by Russia, China and several South American countries.
The entire system of the UN has been hijacked by a membership that is now made up of 2/3 dictatorships of one kind or another, whose only reason for being present in the UN is to divert attention from their own transgressions.

I'd say the reason for dictatorships diverting attention at the UN away from their own transgressions is self preservation cos we all know what happens to dictators and the gun toting regimes that keep them in power when they are disposed/overthrown. It's usually not good, prison, assets stripped and/or they escape to some third world country, whereas in a democracy, leaders who are thrown out usually get a cushy job in private industry or retire to their ranches, beachside apartments, or in the case of Australia often sit around on the back benches of Parliament still collecting a government wage.
