People should go and rad the Kenyan The Petroleum (Exploration, Development and Production) Bill, 2015.

In particular on page 35 about licensing, and I quote:

(1) No person shall engage in upstream petroleum operations without—(a) executing a petroleum agreement in accordance with this Act

and the definition of petroleum agreement in the act is:

“petroleum agreement” means any agreement, license or contract or other arrangement between the Government and a contractor and/or
amongst contractors to conduct operations in accordance with the provisions of this Act, which may include:
(a) production sharing contracts;
(b) concession agreements; and
(c) service contracts;

If people don't think Zimbabwe has something similar or will have something similar due to the fact that they are currently amending the act then so be it. All I know is that the PSA is a fait accompli and Invictus will have to execute one before a production license is granted by the Zimbabwe government.
