I contend that the right to enter into a production license means the right to apply for a production license, and I think most lawyers would agree with me.
And is it does confer a production license as you contend, how do you know the production license doesn't include the execution of a PSA concurrently.
Everyone is assuming they know how it is all going to play out. Well they don't! Neither do I. I am just relying on my own O&G experience over 40 years.
The Zimbabwe Govt is not stupid enough to grant a production license without a PSA.
