Well it's not powered by wind or water is it. So that makes it thermal.

The SA Government is currently tendering for a contract to supply power for maybe a 10 year period.
With an assured income stream that will enable a provider to gain finance to build something.
AGL is considering a combined cycle (using waste heat in the burning process to also raise steam) gas burning plant as extra capacity on Torrens Island.
They are also considering building a liquified gas import facility to have gas to burn.

You would need an assured income stream to cover the risk associated with such an investment.
They don't want to build stranded assets in a time of rapid technological change.
Also all it would take is for one of Australia's existing gas export contracts to be cancelled and the price of gas could fall.

Also a point to consider:
Has privatisation of an essential service like electricity production, transmission and distribution been a failure?
