I note the arms crossed posture of Katy that you posted, which was from the Senate grilling of Senator Reynolds. Shortly before, Penny Wong was shown on the TV coverage with her arms crossed also.
When I look up a meaning for physical mannerisms, I read that - arms crossed "can indicate defensiveness or a desire for self protection" and "unfriendliness and anxiety".
Take your pick, maybe the lot.
