    Even if another household member earns a mil.

    That doesn't sound like it fits your idea of fairness.
    So that wont work.
    (do you really want retailers to know your income bracket??? that is nice info to know)

    p.s. - this can go on for ever.
    The most efficient and effective way of delivering immediate cost of living relief is what they have done.
    If they were handing out $10k, then that may be another story. but for $300 you are just wasting time and money.
