    The ones paying FC are a public listed company and if you have bought into the company by buying some shares you become part owner no matter how small of a parcel you own and therefore are entitled to your portion of refund if your in that tax bracket.

    Nope! You are entitled to a rebate of the franking attached to a dividend - as the law now stands.
    That is not the same as you are entitled to the tax the company paid.

    These are two different things. Close but not the same. If anybody is entitled to the tax a company has paid, actually means that effectively a company does not pay tax.
