why are such young and immature persons with ‘credit issues’ appointed to important roles in Parliament House?
Umm because they seek out work in mp's electoral offices and get promoted after currying favour. Higgins was a lowly press type adviser. Probably supposed to monitor whats going on in the press. Bruce a ministerial adviser on policy I think. Probably supposed to read documents and provide a synopsis.
Some of those people get pre-selected for seats in the future others move on to other jobs.
