Are you sure about that? Only civil cases are judged on balance of probabilities and generally don't result in jail time.
However everyone in prison is usually there as the result of criminal trials establishing either proof beyond a reasonable doubt or overwhelming circumstantial evidence beyond a reasonable doubt.
