I'm sure that the regulators are wrapped that every passenger carries on at least one of these batteries as well. I was travelling overseas once when another passenger's phone caught fire. Fortunately we were on a boat. But they'll wait for the unique sequence of unpredictable events to bring down a plane which also includes a Li-ion battery fire, before facing the difficult challenge of handling personal devices.
