And it can't include china to qualify for the U.S subsidy.
Australia, Argentina and Chile have most of the raw resources and no one has much processing including the U.S itself. So basically the U.S want's to develop resources and processing of it's own, but will also need raw (to process in the US) or raw+processed material from the FTA/agreed countries to meet demand into the future. Current subsidies run til 2032.
And it can't include china to qualify for the U.S...
