Police periodically shoot dead gun/weapon wielding offenders. Doesn't seem to be a legal problem?
The words allegedly spoken by the police commander as quoted above by you, are in themselves, potentially quite ambiguous. I'd like to know exactly what he was referring to, the context, and further clarification of exactly what he meant.
If everything was crystal clear, and there was no risk of shooting the wrong person dead etc, then I agree, the system needs careful review.
