As part of his need to deflect inquiry into his own actions or lack of McGowan has laid blame to everything but the WA Governments own actions. Students of Collins "Good to Great" know the difference between level 4 and 5 leaders and McGowan would do well to look out the window to praise those who are delivering and look into the mirror and review what he and his team could have done better. The current tirade is pure deflection to shift focus and local backlash from failings of things in his control that should have, with current knowledge not been an issue.
