Maybe the Government will do that but I think they have underestimated the demand for medibank. Also this wide ranging indicative price is forcing people to stump up more money than if investors were allowed to bid on how many shares they really want. The massive broker firm bids confirm most people will over bid as there is a belief it is going to be oversubscribed. I wouldn't be happy if they started issuing more shares now as that will mean less chance of the price rising when it hits the market if everyone gets their fill before it lists.
