Really they don't have to stop production for a month all they have to do is reduce production say by 30% this alone would create havoc in the futures markets and possibly panic in ETF's enough to see a correction in physical pricing of Ag and Au.
Much in the same way OPEC does in energy markets and they only control 40% of the supply.
