Not following police instructions never exactly works well...
But hitting the guy with a car to knock him to the ground? If he was running away, fine - or had just committed like a robbery or something and had a weapon - sure, using the car would make sense. But he was casually walking away and police just wanted to question him after reports of 'suspicious activity'. Why not just taser the guy and minimize the risk of serious injury? Or just tackle him?
