    The EU is very much dependent on imports of metals required for ie. electrification of the transport system and for wind power. This also applies to the metals that EU has listed as critical metals, which are crucial for EU industrial survival, but which are produced in only a few countries with usually weak political governance or legal certainty, which can lead to unexpected supply disruptions. One example is cobalt, where the Democratic Republic of Congo today accounts for about 64 percent of world production. Cobalt is one of the so-called battery metals. Demand for cobalt for battery production for electric cars is projected to increase by almost 2400 percent by 2030 compared to 2015. Another example is the rare earth metal neodymium where China dominates the market (share of about 95 percent), where demand for the metal for wind power is forecast to increase by 2193 percent. and to electric cars by 954 percent by 2030 compared to 2015. The need to increase domestic European commodity production has among other things. highlighted in the EU's industrial policy and in the EU's battery strategy.


    Sweden is one of the EU's most important mining countries and is thus regarded as a very important player within the EU in securing access to sustainably produced raw materials to the EU's industries. Within the framework of the Government's action plan for Smart Industry, Sweden's geological survey has been commissioned to begin mapping of innovation-critical metals from both Sweden's bedrock and from mining waste. The authority assesses that Sweden has the potential to extract most of the metals needed for the energy and climate change. Experience from recent years shows that the technological change in the industry and the energy sector can mean rapid changes in demand for different metals. Sustainable raw material supply is an important part of ensuring sustainable value chains for Sweden's industry, commodity production and energy conversion. This requires that the mineral supply is energy efficient and takes place in a way that balances the need for mineral supply against the environmental impact that arises from extraction. An important part of this is also to ensure that the raw materials supplied are returned to circular value chains as much as possible.

    At the same time, the Government considers that exploration and new exploitation of coal, oil and fossil gas should be prohibited. The question of preparing for the implementation of the ban is being prepared within the Government Offices. New legislation is planned to enter into force on 1 January 2022.
