Cerhob, we have a combative system of government designed to serve our colonial masters. Our Constitution has been fraudulent since 1919 and even now denies Aborigines their history.
Unless it's changed it will continue to throw up short term politically opportunistic governments that have the national interest and longer term planning as lesser priorities.
