I saw that same article on Twitter and some of the comments made sense.
It is this simple...
The more of them which do not vote the better it will be as they will have less influence in the political scene.
It doesn't help their cause to not participate in the political system but it helps in so far as there is no opposition to laws which directly affect their fraction of the populace.
