Yes it may not have been a signed agreement but was in the discussion between Baker and Gorbachev in 1990 that Nato would or should not expand to the east. Since then they expanded 5 times. I cannot seem to post the transcript as file may be too big. It does not make Putin's moves right of course but his concerns should never have been ignored.
