service providers are the key to this.... its the way the Abbott govt set up the roll out after the three pilot programs were completed in 2014/15 allowing all manner of non-therapeutic providers to be unregistered and to receive payment with the standard check on invoice value. as I understand it this is the key change that Shorten has made.
