I think trying to run a USD$ 100 bn charitable foundation while in office can be compromising.
Especially a foundation that foots both directly and indirectly, the bills of your USD$ 1 bn election campaign. An all to often broad, not too discrete, play-to-play campaign by an indiscrete State Secretary with outstretched palm for some more glitz, sparkle & tat.
Sadly wearing a snappy oven mitt (cost $11,000 USD) to a banquet or two clearly affords no guarantee, either.
