The company has an obligation to the ASX to request a trading halt under certain circumstances (including capital raisings) which are governed by ASX Listing Rules 3.1 and 17.1/17.2 - this is covered really well by the guidance note which you can read over here:

I hope that document helps @M0rgz1e. Whether the ASX designates that trading halt as a market sensitive announcement is up to the ASX, as @Rewardian has mentioned with respect to price sensitivity.
