Seems like a dilution to buggery

currently with a MC of 3.9m including the potential upside of Clark, there may have been some upside, but diluting like this (virtually doubling shares at 3c) any upside seems to be totally washed out (well that is if they manage to get the 3.9m)

its also not clear what those funds are going to be used for; they just raised ~$250k recently which I thought was for working capital to get the training centres up and running to support the additional demand, so I'm not aware if they have laid out the reason for doubling the number of shares. I hope that with less than 40% ownership of Clark that they have somehow not committed to the development/enhancement/preparation for sale.....that should really be done by one of the owners who probably have more expertise (and frankly got the clark property relatively cheaply).
