4) Constraints could be placed on it..so they could not claim half of Australia.

For example if gold was discovered in location XYZ, and their was no place of spiritual significance registered there then the aborigines cannot suddenly say . its been significant for us for 1000;s or the last few years.

Just an idea.

I think you'd find most of the spritiual sites being registered would miraculously be located in every potential mine location in western australia, there's too much money in it for this to work now
