I'd agree that Gus didn't state specifically that Mal was in NY progressing the funding, however the comment Gus made was in direct response to a question regarding the funding.
My opinion is that either Mal actually is doing that, or Gus was attempting to deliberately imply it at the AGM.
He also mentioned that "they" (being Gus et al) "just got off the phone to him 2 hours ago", so I left with the impression that funding was what Mal was working on in NY.
I guess in the long run it doesn't really matter where he is, as long he is getting it sorted.
