you're right that initial costings never account for incidentals. NDIS has blown out to blazes due to inclusion of people with mental health causes. these people should be managed by the mental health system, not NDIS.

I agree too that renewable energy is grossly insufficient, but far less expensive to deploy and to produce electricity. renewable production is far more efficient that coal or gas and much less FF emissions to impact the global warming problem.
