Whilst interesting, I wouldn't put too much weight at all on the effect of the federal elections. Decisions are made at a state level (Extemadura) so the federal result is largely irrelevant. Assuming that the local and state governments are aligned with proceeding with the project and it is just a matter of time before support is made public.
