Yep. When I had retail shops I didn't use surcharges mainly because most purchase amounts were at a level where the fee wasn't such a big deal. Also I was able to shop around and negotiate a good rate. If I was selling things in the multi thousands of dollars and paying a percentage fee for credit transactions I would think twice. Same with small transactions with an associated set fee. Debit transactions were a small set fee.
As an aside I see that the ATM Industry Association who represent those companies that charge $2.50 to withdraw cash from their machines are backing a grassroots astroturf campaign to get people to withdraw cash by supporting Jason Bryce and his Cash Welcome campaign. Apparently he's been in the media drumming up support and getting small pocket money donations from elderly people who fear a cashless society.
