I really don't know what does. But apparently their banned in several countries including mainly Muslim countries for inciting hatred and violence, Re petition. So I would think that is enough to warrant investigation, but that's really not for me to decide what is and what isn't considered a terrorist group/organisation. I just signed the petition as I believe it's justified considering their stance against Australia.
