GameStop happened because there aren't much retail free float lying around when the short start to cover, it not because you can short more than 100% of the company
GME short got soaked up by the reddit army band of brothers and wont sell, so technical nothing available for them to buy back, the short outstanding is many times the retails share available to buy on market to closed short position hence price rocket.
you can do the same with PLS if you got enough people buy say 10K to 100K each and just hold, the outstanding sell volume will vanished and the short will be in real trouble.
