A trading halt is designed to stop the premature leaking of information before a comprehensive announcement can be made. In this case the announcement has been made by POSCO, so there is little point in a TH.
PLS should put out an announcement but I don't believe a TH is required.
I would also suggest that this announcement has been priced into the SP long ago and while it might tickle a few players it will probably not have a major impact on the current SP.
