Individual Australians can organise a generator, water pumps, water tanks etc themselves. Organising water-bombers, whether buying or hiring aircraft from overseas, or refitting Air Force planes for it, is the national government's responsibility. And just to throw a grenade, I'll point out the ALP took a policy like this to the last election....
