Firstly, BHP should not pay anything into Brazil Govt coffers ! It will go missing !!! Plus there are no established laws in Brazil to set up a "Trust A/C" its not permitted !
BHP needs to bite the bullet and take a position against being used as a political pawn in Brazil with a failing President whom the people are asking to impeach !!
The clean up could be done in relation to other available mines within 100km radius of Samarco project area by way of deals into further Fe resources and capacity for tailings - I know a great project that would help - speak to Irongates Brasil private company in Perth !!
The clean up becomes a "tailings recovery project" whereby gravity circuit potentially recoup 10-15% of the Fe mass as a sinter feed which would off set some costs and create employment !!
