I am sure he would retaliate with force but not to the extent of using a nuclear bomb.
The Russians along with the West are already pounding away but the problem still exists. It does seem strange that with so many countries involved they cant beat ISIS which in relative terms is minuscule compared with the powers they face. Its almost as if the super powers want the issue to fester along for whatever reason.
