If everyone took up their entitlement there would be 25% more shares on issue which would mean a 25% higher market cap reflected in cash short term but would then need to be spent and the gap between expenditure and future revenue will be the test for the sp. Current raising is a waste of time but perhaps management want more time to waste whilst approvals still being sorted.
