The Seller? The Real Estate agent? The Auctioneer?
Often all three, sometimes the seller does not set the reserve until the day of the auction, or sets an impossible high figure, everything is fluid during a campaign
What you are suggesting is an auction by private treaty where you can steal a bargain without the competition of the auction
I personally don't like auctions which should be reserved for special properties and special times when the final price is unknown
